The complainant in the petition to the Commission on Human Rights and Administrative Justice (CHRAJ) over the procurement of Christmas decorations by the Ghana Airports Company Limited (GACL) in 2021, says Paul Adom Otchere was indicted in the report of the findings.
“I have heard people saying that he has been cleared and I heard he himself claiming that he has been cleared,” petitioner Sacut Amenga-Etego observed on TV3‘s News 360 on Tuesday November 7, 2023 after the CHRAJ report was released.
“I don’t understand what he means by being cleared,” he insisted.
“Is it being cleared when CHRAJ says that since 2018 the Ghana Airport Company [Limited] breached the procurement law, Act 663, you have been renting Christmas trees without recourse to procurement laws. Is that clearance?
“Is it clearance when they say that you have abused power and directly involved in procurement processes? Is that clearance?” he wondered.
Mr Amenga-Etego slammed CHRAJ for not being able to bite when it mattered most.
“So, they are like a dog that has barked so much, but when it came to the biting part, then they refused to bite and I read different motives into that.”
Earlier on the show, Mr Adom Otchere was happy he was technically cleared by CHRAJ.
He said the report is available for everybody to read and the import of the report means he has been justified for every action he took in the procurement of the Christmas inspirations in 2021.
He also noted that the act establishing the Company enjoins the Board to interfere when Management is going beyond its mandate and he made that clear to CHRAJ during the investigations.
He said if an application he filed for proceedings to be filmed had been approved, the public would have appreciated the issues better.
“I really wanted to film this because of the high public interest,” he said.
“Today, if they had allowed me to film, the record of the film would have been there,” he told News 360 presenter Martin Asiedu-Dartey on Tuesday.
Meanwhile, in the report, CHRAJ ordered Mr Adom Otchere not to interfere in the work of Management and restrict himself purely to his prescribed functions as Board Chairman.
