The Wa Central MP, who did not provide evidence to support his claim, has thus warned managers of non performing state-owned enterprises to sit up or face outright dismissal.
His assertion comes at a time when President Mahama has replaced managers of some state-owned enterprises in what appears to be an ongoing restructuring.
Mr. Pelpuo hinted in an interview with TV3 that hinted government will not hesitate to sell off state-owned enterprises which continuously pile up debts on government.
Mr. Rashid Pelpuo gave the stern warning in an interview with TV3 after the launch of the balanced scorecard, a strategic planning and management system to be used in monitoring organizational performance against strategic goals.
Without mentioning names, He bemoaned what he called rot in some state-owned enterprises.
“People are stealing from the state-owned enterprises; people are spending time outside the enterprises to do other things and still take salary from the state enterprises. So essentially what we require to do, is to inject private sector practices into the state enterprises and change non-performing staff especially the management”.
The Director of International Operations and Research of the Balanced Scorecard Institute Joe DeCarlo said the framework which has been implemented in Ethiopia and Uganda, has the potential to raise government revenue within a period of nine month.
“Same type of approach was used at the Ethiopian Federal Ministry of Health; we had a health sector scorecard; we had a federal ministry of health scorecard; directors’ scorecard amongst others”
The state enterprises commission is initiating measures to ensure the effective implementation of the balanced scorecard evaluation framework. the executive chairman, Dr Kaminta Baizie explained that the move would help track the performance of workers who are on the evaluation programme.
“We know that some of the SOE’s are actually losing money. A lot of them are not able to collect their revenue and because we are not able to re-invest an d so it has become necessary for us to look at all the SOEs from management level all the way down to the planning unit level”.
