Alleged sale of state lands for private development: Agreement between Judicial Service and Works and Housing Ministry pops up

The Ministry of Works and Housing has stressed the fact that no state land has been sold to a private developer. 

The Ministry of Works and Housing in a statement dated January 14, claimed that the Government Redevelopment Programme (GRP) dates as far back as 1992 and has been implemented by successive governments.

The GRP is a programme by the government to redevelop prime lands in the Cantonments, Kanda, West Ridge and Roman Ridge areas into public bungalows and housing units for the growing number of senior government and civil service officials.

The Ministry said this in reaction to an allegation by MP for Assin Central, Kennedy Agyapong, that government has sold the residence of the late Justice Marful-Sau to a private developer.

However, an agreement dated 17th February 2023 between the Judicial Service and the Ministry of Works and Housing, sighted by 3News.com, indicates that the two state institutions agreed to redevelop state lands that have been allocated to the former.

Article II of the agreement signed by the then Chief Director of the Ministry, Rev Stephen Yaw Osei and Judicial Sceretary, Justice Cynthia Pamela A. Addo, specifies the terms as:

“2.1 The Judicial Service shall temporarily relinquish its hold over the two properties allocated to it in the Onyasia Close enclave

2.2 The MWH will develop a scheme that will ensure that safety and security of the Judges are not compromised in respect of the two (2) temporary properties to be provided by MWH during the period of the redevelopment to the Judicial Service to temporarily accommodate Superior Court Judges

2.4 That upon completion of the redevelopment scheme the MWH will allocate four (4) Bungalows which will be securely walled and gated within the enclave, to the Judicial Service to accommodate Superior Court Judges, whilst vacating the temporary accommodation referred to in paragraph 2.2 supra.

2.5 The Judicial Service shall continue to occupy the two (2) properties referred to in paragraph 2.2, until the four (4) redeveloped properties are handed over to the Service upon completion of the project.”

It would be recalled that Mr. Kennedy Agyapong accused the Minister for Works and Housing, Mr Asenso Boakye and ex-Chief Justice Kwesi Aning Yeboah, of illegally acquiring state lands, including the official residence of the late Justice Marfo-Sau.

Mr Agyapong, in a recent statement, appealed to the eventual winner of the 2024 elections, to investigate the alleged land misappropriation.
