OSP investigates Mustapha Hamid, 3 others over alleged embezzlement of GHC1.3 billion from UPPF

The Office of the Special Prosecutor (OSP) has announced that it is investigating an alleged corruption offences at the National Petroleum Authority (NPA) involving the former Chief Executive Officer of NPA, Mustapha Abdul Hamid and 3 others.

At a press briefing on Wednesday, February 12, 2025, the OSP noted that an alleged embezzlement of a GHC1.3billion from the Unified Petroleum Pricing Fund (UPPF) at the NPA is currently under investigation.

The three other individuals included in the investigation are; the Coordinator of the UPPF, Mr. Jacob Amoah, NPA staff, Freda Acheampong and another staff, Wendy Ashong Newman.

“The OSP has also commenced investigation into suspected corruption and corruption-related offences in respect of an alleged embezzlement of a GHC1.3billion from the Unified Petroleum Pricing Fund (UPPF) at the National Petroleum Authority.

“The investigation primarily targets the following persons; the Coordinator of the UPPF, Mr. Jacob Amoah, NPA Staff, Freda Acheampong, NPA Staff, Wendy Ashong Newman and the former Chief Executive Officer of NPA, Mustapha Abdul Hamid,” the OSP said.

The OSP also disclosed that it is investigating the Mineral Income Investment Fund (MIIF) and all of its contracts.

According to the OSP, two former officials and two serving officials of the Fund are the individuals involved in the investigations.

“The OSP has also commenced investigation into suspected corruption and corruption-related offences in respect of the operations of the Mineral Income Investment Fund (MIIF) especially regarding payments made in respect of Agyapa Royalties Limited, Small-scale mining incubation programme, Quarry value addition programme, Asante Gold Corporation.

“The Electrochem Ghana Limited, the Lithium asset – that is projected lithium focused exploration and development corporation, Gold Asset 2 that is Enchi Gold projects and all other investments by MIIF and funds expended on the Chairman of the Board of directors, the operational funds of MIIF, purchased of parcel of lands for intended office buildings and all other contracts and agreements entered by MIIF and all international publications by MIIF.” OSP added.
