Is it good for younger officers to be promoted above their seniors? – Dzifa Gomashie quizzes

Minister of Tourism, Culture and Creative Arts, Abla Dzifa Gomashie, has sparked discussions online after raising questions about promotions within structured institutions in Ghana.

On her Facebook page on March 13, 2025, Dzifa Gomashie, who referred to herself as once a “barracks girl,” reflected over the implications of promoting younger officers above their seniors which she says pushes senior officers into retirement.

She also questioned the fate of individuals who are sidelined for promotions even though they are due and asked what the real motives are when some remain in the same position for years while others are promoted.

“When younger officers are promoted above their seniors, forcing them into early retirement, is it good? When precedents are set by promotions that have never been done, what happens to the system?

“When people in line for promotion in a structured environment are sidelined, what happens to those who are sidelined? Why are some people left in the same position/appointment or location for years while others are promoted?” she asked.

Although Dzifa Gomashie failed to provide context to her post, it’s been linked to the news about the appointment of COP Christian Tetteh Yohuno as the new Inspector General of Police (IGP), replacing Dr. George Akuffo Dampare.

OP Yohuno’s appointment was announced in a press release signed by the Presidential Spokesperson and Minister of State in charge of Government Communications, Felix Kwakye Ofosu, on Thursday, March 13, 2025.

The statement read: “President John Dramani Mahama has, in accordance with Articles 91 and 202 of the 1992 Constitution and in consultation with the Council of State, appointed Commissioner of Police (COP) Christian Tetteh Yohuno as the Inspector-General of Police.”
