International Maritime Law Institute congratulates Bawah Mogtari

The International Maritime Law Institute has congratulated Joyce Bawah Mogtari on her appointment as Presidential Adviser and Special Aide to the President of Ghana.

Professor Dr. Norman A. Martínez Gutiérrez, Director, IMLI wished her all the best in her tenure.

“IMLI Graduate Mrs. Joyce Bawah Mogtari (Ghana, Class of 2010), has been appointed as Presidential Adviser and Special Aide to the President of Ghana. Professor Dr. Norman A. Martínez Gutiérrez (Director, IMLI) and all IMLI Staff would like to take this opportunity to extend their congratulations to Mrs. Mogtari and wish her all the best in her tenure.”

Mrs Mogtari, a seasoned lawyer and consultant, previously served as Special Aide to former President Mahama and was Ghana’s Deputy Minister for Transport from 2013. Before entering government, she headed the Legal Department and served as Solicitor Secretary at the Ghana Shippers’ Authority.

With a Bachelor of Laws Degree (LLB) and a Qualifying Certificate in Law (QCL), Mrs Mogtari was called to the Bar in 2000. She also holds a Master of Laws Degree (LLM) in International Maritime Transport Law from the International Maritime Organization’s International Maritime Law Institute (IMO-IMLI) in Malta, where she was awarded the IMO Legal Committee Chairman’s prize for Best Student in International Maritime Transport Law.

Her career spans roles in both public and private sectors. She began her professional journey at SEY & Co., later consulting for KPMG and the Venture Capital Trust Fund. Mrs Mogtari has provided expert legal counsel on financial transactions, corporate acquisitions, and mergers, and has represented Ghana at numerous diplomatic conferences focused on maritime transport law.

Beyond her legal expertise, Mrs Mogtari is a skilled mediator with extensive experience resolving disputes locally and internationally. She has also served as an expert for Ghana’s Admiralty Court and is an active member of several professional organisations, including the African Women Lawyers Association and the Ghana Bar Association.

A fellow of the USA International Visitor Leadership Programme, Mrs Mogtari’s appointment is expected to enhance strategic counsel within the Presidency, further strengthening governance and leadership.

Her role as Presidential Adviser and Special Aide to the President reflects her longstanding dedication to public service and her deep expertise in law and policy.
