Nana Addo laments SADA failure under ‘northerner’ Mahama

Leader of the New Patriotic Party (NPP) Nana Addo Dankwa Akufo-Addo has expressed sadness over the management of the Savannah Accelerated Development Authority (SADA) under President John Dramani Mahama given the president’s roots of Bole Bamboi in the Northern Region.

According to him, the idea was heavily derided by the president in 2008 when it was mooted in NPP’s manifesto as the Northern Rural Growth Programme.

“I think what is the biggest tragedy about the whole SADA development is that it is under the leadership of a man in the north that the SADA has become such a tragic development,” he said on Accra-based Starr FM on Wednesday, April 15.

“That really hurts.”

The operations of SADA had been heavily criticized as breeding corruption.

That forced the president to constitute a new board for the Authority last year. Mrs. Angelina Mornah Domakyaareh, a former Deputy Commissioner for the Commission on Human Rights and Administrative Justice (CHRAJ), chairs the board.

A new Chief Executive Officer (CEO), Charles Akelyira Abugre, was also appointed.

Nana Addo recounted how the idea to help the people in the Savannah region was initially mocked by the likes of President Mahama.

“When I first mooted the idea, the president said at the time that the ideas are a pie in the sky and they had better spent [funds] doing this and that and mocked it.”

But Nana Addo said as has become characteristic of the president, he turned round to implement it.

“I have this satisfaction that every time [President Mahama] mocks an idea of mine, later he turns round to embrace it.

“We were told that this free senior high school was a pie-in-the-sky idea. Today, it is a big thing that he is also [doing],” Nana Addo said, stressing that the NPP will continue with it if voted for in 2016.

“It is an important policy for the country.”

Wrongful appointment of EC boss may end up at the Supreme Court – Ocquaye

A Former Deputy Speaker of Parliament, Reverend Professor Mike Aaron Ocquaye, says the president cannot take a sole decision in appointing a Chairman of the Electoral Commission (EC) of Ghana.

According to him, the president can do so upon the advice of a person, body or authority as stipulated in Article 70(2) of the 1992 Constitution.

EC Chairman Dr Kwadwo Afari Gyan, who has held his position since the return to constitutional rule in 1992, is due for statutory retirement in June.

The choice of his successor has engendered public debate with many calling on the president to make a prudent choice.

The Constitution states: “The President shall, acting on the advice of the Council of State, appoint the Chairman, Deputy Chairmen, and other members of the Electoral Commission.”

But speaking on TV3’s News 360 on Tuesday, April 14, the former Dome-Kwabenya Member of Parliament (MP) says the phrase ‘…on the advice of…’ has led to many cases ending up in the country’s law courts and the EC’s may take a similar course if the president does not “act by law on what advice that body gives.”

“You can’t have your own view and there are cases in the courts of Ghana [including] the Supreme Court on this clearly what ‘on advice of…’ means vis-à-vis ‘in consultation with’. So that is granted and established.”

The former Political Science lecturer, therefore, said much responsibility rests in the bosom of the Council of State.

“If [they] sit there doing nothing, waiting for the president, they have abandoned their responsibility. Posterity will hold them.”

He also charged civil society organizations including political parties to have a say in the appointment of Dr Afari Gyan’s successor.

“After all, they are the main players in the game,” he said about the political parties, mentioning the Ghana Trades Union Congress (TUC), the Christian Council, the Muslim Council as other bodies that must be consulted.

“They will give reasons and do some shortlisting and present that to the Council of State and the Council of State will deliberate on the matter and make a recommendation to the president which they will appoint on their advice.”

Statement: Nduom fumes at PNC's Dr. Edward Mahama

After destroying the CPP-PNC alliance carefully worked out at the Golden Tulip in 2008, Dr. Edward Mahama shamelessly tried yesterday to destroy the reputation of Dr. Papa Kwesi Nduom and all the well-meaning people who toiled from 1992 to bring unity into the ranks of Nkrumaists. This will not work. Not this time.

Dr. Mahama’s obsession with becoming President of the Republic of Ghana led him to destroy the unity forged between Nkrumaist parties NCP, NIP, PHP and PNC worked on by leaders such as the late President Hilla Limann, the late Kojo Botsio, Felix Amoah etc.
After the unfortunate death of President Limann, Dr. Mahama pulled apart the unity all in the name of preserving the Limann legacy. He then went on to insist on him being the presidential candidate of any alliance.

Dr. Mahama is quoted to have said:

“There were individuals within the CPP who didn’t want the unity and I would say it publicly…Nduom is one of them. In 2008 I actually volunteered and said let’s put the presidential ticket for the Nkrumahist parties together, but he [Nduom] didn’t want it…Nduom didn’t want it and he later left and formed his party”. We do not want this latest Mahama self-serving statement to pass as a mere irritant. We condemn this unprovoked attack on the leader who worked tirelessly to promote the Unity of Nkrumaist forces.

He has forgotten how many times Dr. Nduom hosted leaders of the PNC and CPP parties in his home and offices. We have photographs to show.
Dr. Mahama has conveniently forgotten how many times Dr. Nduom drove to his house and office to plead with him to bring PNC on board the unity train. Surely he cannot pretend to have forgotten the meeting engineered by Dr. Nduom at the Fiesta Royale hotel?

Hon. Haruna Bayirga, Dr. Sulley Gariba, Alhaji Ramadan, Mike Eghan, Ladi Nylander, David Ampofo, Hajia Hamdatu and others who met and agreed on an alliance between the CPP and the PNC can testify to the fact that an agreement was reached to make Dr. Nduom the alliance flagbearer and Dr. Mahama the running mate.

When he lost the flagbearer position, it was Dr. Mahama and others who went and organized opposition to the same alliance they have agreed to. Such hypocrisy and here is a man who wants to be trusted as President of our Republic? Nyaho Tamakloe rubbishes calls for consultation in new EC Chair's appointment

A stalwart of the opposition New Patriotic Party, Dr. Nyaho Nyaho Tamakloe has described as unfortunate calls for President John Dramani Mahama to have a broader consultation with political parties in selecting the next Chairman of the Electoral Commission.

EC Chairman Dr. Kwadwo Afari Gyan, who has held his position since the return to constitutional rule in 1992, is due for statutory retirement in June this year. The choice of his successor has engendered public debate with many calling on the president to make a prudent choice.

The Constitution states: “The President shall, acting on the advice of the Council of State, appoint the Chairman, Deputy Chairmen, and other members of the Electoral Commission.”

But some political party reps particularly from the opposition NPP, have urged the President to consult with the various parties in choosing a new chairman.  Some civil society organizations have also joined the advocacy believing this will serve the country’s larger interest although that is not grounded in the constitution.

But speaking to TV3’s Bright Nana Amfoh, host of News@10 pm, the NPP’s Dr. Nyaha Nyaho Tamakloe disagreed with his party’s position saying the calls for consultation is unwarranted since it is unconstitutional.

“This nation is governed by a constitution and this is not the first time that we have had an EC Chairman and I believe strongly that we should go strictly by what the Constitution says. This whole issue about broad consultation is unconstitutional and we should not even think about it at all. I don’t believe at all in that. The constitution says that the President will act on the advice of the Council of State. We have a Council of State in place and they are made up of very prominent people and if UI can say we have all ten regional representation there.

“So what is the problem. This is unnecessary problem that we want to saddle this country with once again and I don’t think that should be allowed.

Dr. Tamakloe insisted that arguments that the President appointed most  of the members of the Council of State and so they could do his bidding does not hold water.

“President Kufuor appointed almost all the present members we have on the Electoral Commission at the moment and I think that was done orderly. Now, what has become so new that we should worry ourselves about this now. The Constitution states clearly that the President will only act on the advice of the Council of State. I think we have to be careful not to drag this country into unnecessary problems” he emphasized.

Hillary Clinton sets off for tour of key states

Former US Secretary of State Hillary Clinton has set out for a tour of key states, at the start of her campaign to become the first woman US president.

She is taking a road trip to meet small groups of voters in Iowa, having announced her bid for the Democratic presidential nomination on Sunday.

She had been expected to declare her candidacy for months.

Mrs Clinton ran for the Democratic presidential nomination in 2008 but lost to Barack Obama.

‘Listening tour’

A few hours into her journey from New York to Iowa, Mrs Clinton tweeted: “Road trip! Loaded the van & set off for IA. Met a great family when we stopped this afternoon. Many more to come.

Mrs Clinton’s team said she would spend the next few weeks building up grassroots support in the early Democratic primary states.

Her first rally, to officially kick off her campaign, is not expected until mid-May. But her trip to Iowa is to be a “listening tour” where Mrs Clinton will meet voters at low-key events.

Later this week, she is expected to meet groups of students, teachers and small business owners.

On Sunday, Mrs Clinton launched her campaign website and declared in a video that she was running for president.

“Americans have fought their way back from tough economic times,” she said, “but the deck is still stacked in favour of those at the top.

She added that she wanted to be a champion for “everyday Americans”.

The video features a number of Americans talking about their hopes and aspirations.

Mrs Clinton has already had the backing of Mr Obama, who said on Saturday that she would make an “excellent president”.
But the attacks from Republicans have already started.

Jeb Bush, former Florida Governor and brother of George W Bush who expected to stand as a Republican candidate, tweeted: “We must do better than Hillary.”

In his own online video on Sunday, he focused on foreign policy, saying: “We must do better than the Obama-Clinton foreign policy that has damaged relationships with our allies and emboldened our enemies.”

Another Republican presidential contender. Rand Paul, also criticised Mrs Clinton for her handling of a September 2012 attack on a US diplomatic compound in Benghazi, Libya, in which the US ambassador was among those killed.

He also said questions remained about funds received by a charity set up by Mr and Mrs Clinton.

Republican Senator Marco Rubio is expected to announce his candidacy for his party’s nomination at an event in Miami later on Monday.

‘Stubborn’ Afari Gyan should step aside – Addison

Aspiring New Patriotic Party (NPP) Member of Parliament candidate for Korle Klottey Constituency, Phillip Addison, has advised the Chairman of the Electoral Commission, Dr Kwadwo Afari Gyan, to jump ship even before his statutory retirement in June since “there is nothing new Afari Gyan can do.”

“He is so discredited [that] nobody trusts him. His time is up. I think he should step aside.”

Mr Addison, who was the lead counsel for the three petitioners in the eight-month long Supreme Court litigation on the 2012 election results, accused Dr Afari Gyan as the “stumbling block” to free and fair elections in Ghana.

“I believe that it is about time he stepped aside,” Mr Addison said.

The renowned lawyer was speaking on TV3’s Hot Issues on Saturday, April 11 when he made these remarks.

Dr Afari Gyan has superintended over Ghana’s six successive elections under the Fourth Republic with his expertise a sought-after on the continent.

His statutory retirement in June has generated public debate especially over who succeeds him though the 1992 Constitution makes it clear the President has the sole prerogative in consultation of the Council of State to do that.

“There certainly will be an opportunity for a grateful nation to express its gratitude to an illustrious son of the land, who has led a team of dedicated, and hardworking men and women over the last 23 years to guide our nation in one of the most delicate aspects of modern democracy-elections,” President John Dramani Mahama stated during his 2015 state-of-the-nation address to Parliament.

“As President of the Republic , let me on behalf of the   people of Ghana express our respect for the dedication to work shown by Dr Afari Gyan. I have no doubt that his place in Ghana’s history is assured and he will be dearly missed when he finally retires this year.”

But Mr Addison, who cross-examined the Electoral Commissioner for more than a month during the landmark petition, said the Supreme Court should have taken punitive action against Dr Afari Gyan over the conduct of the 2012 elections.

“He is stubborn as he is now because he was not chastised by the Supreme Court when clearly he is the cause of all the problems we had.”

Financial loss to the state

Dr Afari Gyan’s swan song would have been the 2015 district level elections, which were declared unconstitutional by the Court.

Due procedure, according to the Court, were not followed by the Electoral Commission of Ghana. A new legislation has been laid in Parliament to get the process constitutional.

According to Mr Addison, the blame should be put at the doorstep of the Chairman of the Commission.

“You know the intransigence of the Electoral Commissioner. He recently again because of his intransigence he alone will not heed to any advice, goes ahead with the district level elections and look at the results another financial loss to the state.”

Sudan votes amid opposition boycott against Bashir

Sudan is voting in elections expected to be won by its war-crimes-indicted President Omar al-Bashir after the main opposition called for a boycott.

Small queues formed at polling stations, with voters saying the elections guaranteed stability.
 
The opposition and Western powers said the polls lacked credibility because of political repression.

Mr Bashir has ruled Sudan since 1989, and is charged by the International Criminal Court (ICC) with genocide.

The 71-year-old president denies the charges, which arose from the conflict in Darfur.

‘Power struggles’

The African Union (AU) has rejected the ICC’s attempts to have him arrested, arguing that Mr Bashir enjoys presidential immunity and therefore cannot be tried while in office.

Sudan election:

•    President Omar al-Bashir is up against 15 little-known candidates
•    44 parties are taking part in the parliamentary poll

Key issues:

•    US relations – lifting economic sanctions and getting the country removed from the list of state sponsors of terrorism

How Sudan’s election works

The BBC’s James Copnall reports from Khartoum that there is a large crowd where Mr Bashir is voting, but most of them are journalists and security personnel.

Ahmed Sulieman, a university professor, said he was voting as it was the only way to guarantee a peaceful transfer of power.

“Many countries are suffering amid power struggles,” Mr Sulieman told Associated Press news agency.
“I am here for the sake of stability and safety,” he added.

Mr Bashir is being challenged by 15 little-known candidates, after the main opposition parties denounced the polls as a sham.

The UK, US and Norway have said in a statement that “an environment conducive to participatory and credible elections does not exist” in Sudan.

The three countries form a troika which has been trying to resolve differences between the government and opposition.

Murtala apologizes for explosive outburst; claims Facebook account was hacked

Deputy Trade and Industry Minister and Member of Parliament for Nantong, Murtala Mohammed, has rendered an “unqualified apology” for his recent explosive outburst which has received widespread condemnation.

The apology letter, a copy of which is available to tv3network.com, comes a day after the MP reportedly met with some government officials and the National Democratic Congress over his unsavory comments.

The Minister in his letter apologizes to President John Dramani Mahama, the NDC and the people of Ghana particularly the chiefs and people of the Nantong constituency.

In an interview Mutala granted Tamale-based Diamond FM, he is heard on a tape angrily using the unsavory words unlike a Minister and a legislator, accusing a colleague MP and Minister who he claims is scheming to get him out of parliament. 

In the same interview, he accused some unnamed NDC Members of Parliament of greasing the palms of chiefs and opinion leaders in the Northern Region with “filthy, ill-gotten money” to his political career.

The Deputy Trades and Industry Minister is incensed over what he says are attempts by the MPs to unseat him and has dared them to do their worse and face his wrath.

The tape which went viral has been condemned in and outside his party with a campaign on social media calling for his dismissal as a Deputy Minister since his actions clearly goes against the code of ethics for government officials.

The Minister in his apology letter however noted that he had not posted anything on his Facebook Page in the last one week. The MP by this statement, is seeking to suggest that the statement on his wall which ostensibly relates to the content of his interview on radio, was not written by him. 

Below is Murtala’s apology letter

“Please accept this letter as a formal apology for my comments on Diamond fm, a couple of days ago. I wish to acknowledge that I could have handled the matter better rather than an outburst, which was as a result of deep pain occasioned by events over the years”.

“I wish to render my unqualified apology to His Excellency the President. I wish also to render same to the NDC party and government, the good people of Ghana, the chiefs and religious leaders of Dagbong, as well as the Chiefs and people of the Nanton Constituency whose interest i have sworn to defend”.

“I however wish to take this opportunity to dissociate myself from a statement purported to have been  attributed to my face book wall”.

“As a matter of fact,  I have not posted anything on my face book wall the past week since I have been on an official assignment in Morocco. Therefore that purported message is not from me. Once again I apologize sincerely”.
