Head coach Karim Zito made four changes to the side that lost to Ivory Coast in the last group game.
Techiman Eleven Wonders starman Abdul Mugese Zakaria, defender Nathaniel Adjei, striker Precious Boah and Sulemana Mohammed were all handed starts for the crunch semi-final clash.
The game failed to produce goals within the 120 minutes played despite both countries creating loads of chances.
The game hence travelled to penalty shootouts following the goalless draw in the regulation and extra time.
Ghana scored all five kicks and Niger missed one.
William Esu, Suleymana Mohammed, Abdul Mugese Zakaria, Percious Boah and Frank Boateng scored from the spot kick for Ghana.
The result means Ghana have booked place in the finals of the WAFU Zone B Cup of Nations and qualified to the 2021 CAF Africa U-20 Cup of Nations.
